And the answer is...

They're all very good ideas people but no you're all wrong. What they did was put mirrors on either side of the elevator doors at each level and the complaints stopped. All the people needed was something to do and now they could see what they look like, fix their makeup, clothes etc and so they didn't mind waiting anymore. Amazing eh!
